HA425-5: Analyze the impact of policy making on health care reform efforts. 

Medicaid was signed into law in 1965 and is largely controlled by state legislatures. The federal government manages the program, however, different states have different eligibility requirements based on state-level policy making. In this Assignment, you will review states that did and did not expand Medicaid during the most recent healthcare reform effort and argue for or against expansion. 

Choose two states; one state that has expanded Medicaid and one that has not.

  • For the state that expanded Medicaid, discuss at least three ways the quality of healthcare has improved (ex,- increased EHR interoperability,-decreased morbidity, increased immunizations, etc.)
  • For the state that did not expand Medicaid, discuss at least three reasons why they chose not to (political rationale, big-government distrust, etc)
  • Based on what you have learned, argue for or against Medicaid expansion by discussing at least three reasons that support your stance.

Chapter 8 Case Study

 Overview: 

Your case study looks Halston and Stokes, a venture capital firm. Answer all questions posed completely. 

 Case Study: 

 Granger Stokes, the managing partner of the venture capital firm of Halston and Stokes, was dissatisfied with the top management of PrimeDrive, a manufacturer of computer disk drives. Halston and Stokes had invested $20 million in PrimeDrive, and the return on their investment had been below expectations for several years. In a tense meeting of the board of directors of PrimeDrive, Stokes exercised his firm’s rights as the major equity investor in PrimeDrive and fired PrimeDrive’s chief executive officer (CEO). He then quickly moved to have the board of directors of PrimeDrive appoints himself as the new CEO. 

 Stokes prided himself on his hard-driving management style. At the first management meeting, he asked two of the managers to stand and fired them on the spot, just to show everyone who was in control of the company. At the budget review meeting that followed, he ripped up the departmental budgets that had been submitted for his review and yelled at the managers for their “wimpy, do nothing targets.” He then ordered everyone to submit new budgets calling for at least a 40% increase in sales volume and announced that he would not accept excuses for results that fell below budget. 

 Keri Kalani, an accountant working for the production manager at PrimeDrive, discovered toward the end of the year that her boss had not been scrapping defective disk drives that had been returned by customers. Instead, he had been shipping them in new cartons to other customers to avoid booking losses. Quality control had deteriorated during the year as a result of the push for increased volume, and returns of defective disk drives were running as high as 15% of the new drives shipped. When she confronted her boss with her discovery, he told her to mind her own business. And then, to justify his actions, he said, “All of us managers are finding ways to hit Stokes’s targets.

For your term paper, you’ll concentrate on three new cases found in the Term Paper module. Read each case carefully.

First present an analysis of the cases that demonstrates what you take to be the core issue that they all have in common. In order to do this you may summarize each case very briefly, but summary is not the primary goal. Your primary goal should be to argue that there is a common issue that is at the heart of all three cases. (Note there may share more than one ethics concern. You should only analyze and discuss one.)

Second, using the ideas found in the textbook make the case for a general ethical principle that applies to the cases (i.e. one that responds to the central dilemma presented earlier). A principle is an action guiding rule that helps you solve problems (i.e. do not eat a whole pie right before going to bed). An ethical principle is therefore an action guiding rule that helps you solve moral problems. 

Third, demonstrate how the principle can be applied to resolve the problems in each case.

Be sure to consider counter-arguments and any additional, relevant ideas in the essay.

The term paper should be 1600 words.

NOTE: I’ve asked for a core issue that they have in common. This does not mean that the resolutions all fall on the same side of the issue. For example, MLB, the NBA and the NFL all have the core issue of labor union membership (if you were a player would you join the union?), but the unions in MLB and the NBA are strong, while the NFL’s is weak, and the MLB and NFL unions have an antagonistic relationship with their team owners while the NBA union has a cooperative relationship with NBA owners. So, if you argued, as a general principle, that a person should join a union only if it’s strong and has a good relationship with the owners, then that principle would lead to the conclusion that you should join the NBA union, but not the MLB and NFL unions. Similarly, in the above cases the common ethical principle that you think applies to all of the cases might lead to different solutions in each case (e.g. in one case the principle leads to you argue for firing someone and in another you argue against firing anyone) .

Current Scenario of Health Insurance Plans

Currently, in the United States, an individual is not required to purchase a health insurance plan. However, according to Section 1501 of the PPACA, beginning in 2014, “Individuals will be required to maintain minimum essential coverage beginning in 2014. Failure to maintain coverage will result in a penalty of $95 in 2014, $350 in 2015, $750 in 2016 and indexed thereafter.”

Currently, employers are not required to provide health insurance coverage to their employees. However, in 2014, the employers’ responsibility in health insurance coverage will change, according to the PPACA. This is the latest update in a long line of US health care reform efforts.

Using South University Online Library or the Internet, search on the topic of latest health care reforms. On the basis of your research and your understanding of the topic, answer the following questions:
