Social Welfare Programs

For years, many working individuals in the United States have counted on Social Security as their primary retirement income. With the deductions from every paycheck to fund this future benefit, Americans looked forward to a comfortable retirement based on the assumption that these funds were being invested wisely. Is this a factual assumption, or is it another myth of the U.S. social welfare system?

Relying on Social Security as a sole means of support in retirement is uncommon. As society’s work habits and life expectancies change, Social Security has come to mean different things to different people. For those who are unable to save and/or invest on their own, it functions like a forced retirement program that provides a financial safety net for the future. For those who become unable to work, social security often is viewed by others as a public assistance program. For others who are financially secure and prepared for retirement, it is an entitlement program where individuals draw Social Security at retirement in an effort to recoup what they paid into the program by deductions from their wages. How might these perceptions of Social Security relate to the perceptions of public assistance programs that were discussed in last week’s resources?

For this Discussion, review this week’s resources. Then, consider how Social Security is different from public assistance programs. Finally, think about how these differences are important in terms of the general perception of Social Security benefits.

Post an explanation of how Social Security is different from public assistance programs. Then, explain how these differences are important, in terms of the general perception of Social Security benefits.

Part 1:

The board of directors at AGC needs a status update on your change management project. Shawn asks you to write an executive report for John and the board of directors about the change management process and the progress being made toward resolving the global human capital management problems at AGC. Organizing HR Projects

Overview

Your company has had embedded HR generalists in business units for the past several years. Over that time, it has become more costly and more difficult to maintain standards, and is a frustration for business units to have that budget “hit.” The leadership has decided to move to a more centralized model of delivering HR services and has asked you to evaluate that proposition and begin establishing a project team to initiate the needed changes. The project team is selected, and you must now provide a general direction.

Instructions

Write a 5–6 page paper in which you:

  1. Review and define the five steps of strategic planning depicted in Exhibit 2-1 in the textbook on page 34. Based on the information, provide a statement of the overall importance of these steps to your project team.
  2. Develop a vision and mission statement for the project team specific to the current project. Hint: It is highly recommended to follow the guidance offered in the textbook about vision and mission statements.
  3. Explain to the project team what a project charter is and why it is used.
  4. Review Exhibit 3.3 in the textbook and select any three charter elements you feel are more important and explain why.
  5. Provide a statement of emphasis to your project team based on the information you provided in the previous three sections of the paper requirements.
  • The goal is to ensure your team understands the importance of the information.
  • Use three sources to support your writing. Choose sources that are credible, relevant, and appropriate
  • The specific course learning outcome associated with this assignment is:

    • Create an overview of project planning, a project vision and mission statement, a project charter, and a statement of emphasis

Be sure to incorporate the information provided in Instructor Insights.  Apply the topics to the Case Study: Centralization of HR Project at WorkSafe, Inc. and write as if you are the project manager talking to your team preliminary to approval to start the project.

Suppose you are a CPA hired to represent a client that is currently under examination by the IRS. The client is the president and 95% shareholder of a building supply sales and warehousing business. He also owns 50% of the stock of a construction company. The client’s son owns the remaining 50% of the stock of the construction company. The client has received a Notice of Proposed Adjustments (NPA) on three (3) significant issues related to the building supply business for the years under examination. The issues identified in the NPA are unreasonable compensation, stock redemptions, and a rental loss. Additional facts regarding the issues are reflected below:

•Unreasonable compensation: The taxpayer receives a salary of $10 million composed of a $5 million base salary plus 5% of gross receipts not to exceed $5 million. The total gross receipts of the building supply business are $300 million. The NPA by the IRS disallows the salary based on 5% of gross receipts as a constructive dividend.

•Stock redemptions: During the audit period, the construction company redeemed 50% of the outstanding stock owned by the client and 50% of the stock owned by the client’s son, leaving each with the same ownership percentage of 50%. The IRS treated the redemption as a distribution under Section 301 of the IRC.

•Rental loss: The rental loss results from a building leased to the construction company owned by the client and his son.

Use the Internet and Strayer databases to research the rules and income tax laws regarding unreasonable compensation, stock redemptions treated as dividends and related party losses. Be sure to use the six (6) step tax research process in Chapter 1 and demonstrated in Appendix A of your textbook as a guide for your written response.

Write a three to four (3-4) page paper in which you:

1.Based on your research and the facts stated in the scenario, prepare a recommendation for the client in which you advise either acceptance of the proposed adjustments or further appeal of the issue based on the potential for prevailing on appeal.

2.Create a tax plan for the future redemption of the client’s stock owned in the construction company that will not be taxed according to Section 301 of the IRC.

3.Propose a strategy for the client to receive similar amounts in compensation in the future and avoid the taxation as a constructive dividend.

    REVIEW THE GRANT MANAGEMENT CYCLE

    Review the Grant Management Cycle

Your grant application is nearly done! There’s just one more piece you’ll need to complete for the application process to be complete.

In addition to laying out the all of the goals and objectives, you’ll need to show the funders how you plan to measure whether or not those goals and objectives are being met. This is all part of the grant management that will take place after you receive a grant.

Your job now is to determine how you will evaluate the success of the program. You will need to create a document that considers the following questions:

    1. What questions will the organization’s evaluation activities seek to answer?
    2. What are the evaluation plans and time frames?
      • What kinds of data will be collected?
      • At what points?
      • Using what strategies or instruments?
      • Using what comparison group or baseline, if any?
    3. If the intention is to study a sample of participants, how will this sample be selected?
    4. What procedures will be used to determine whether the program was implemented as planned?
    5. Who will conduct the evaluation?
    6. Who will receive the results?
    7. How does this program or project define success?

Create a 2–3 page document that answers each of the questions at a high level. This document should be written in such a way that it can be shared across the Resource Center as well as with volunteers and partners in the program so they can understand how the program will be evaluated throughout the grant cycle. While you want the information to be clear and specific, it’s not necessary to go into great detail. It should be easily understood by all.

The specific course learning outcome associated with this assignment is:

    • Review the grant management cycle.

PLEASE USE THE STATE OF ILLINOIS IF POSSIBLE IF NOT YOU MAY USE ANY OTHER STATE IN THE US

    · Minimum of 2 scholarly sources in addition to the textbook.

    Instructions

This assignment is comprised of 2 parts, the first of which is due this week. Part II will be due in Week 7.

In Part I this week, choose a case from your state that involves civil rights or civil liberties that wound its way up to the United States Supreme Court. If your state does not have a case that ended up in the United States Supreme Court, choose a civil rights case from another state that ended up in the Supreme Court of the United States.

Here is a brief description of civil rights and civil liberties: Civil rights refers to equal social opportunities under the law. It gives you these freedoms such as the right to vote, the right to public education, or a fair trial, among other things, regardless of your wealth or race. Civil liberties mean freedom of religion, equal treatment and due process under the law, and the right to privacy.

You should be able to go online and look up your state and famous cases that ended up in the Supreme Court. For example, Brown v Board of Education (1951) started in Topeka, Kansas and ended up in the Supreme Court of the United States. Another example would be Calvary Chapel Dayton Valley v Steve Sisolak, Governor of Nevada (2020) that started in Nevada and ended up the United States Supreme Court.

Research your court case and write an outline of the case that you will be using to prepare a presentation, which will either be a narrated PowerPoint, a Kaltura Video, or some other format as approved by your instructor. Be sure to verify the presentation format with your instructor before starting work on this assignment.

This week’s assignment should include (a) summary of the case, and (b) a case outline

    A. Summary of the Case

In one or two paragraphs, provide a general overview of the case that serves as a snapshot of what the case is about and how it ended up in your state high court. A summary is using your words to write a brief history of the case. Do not give your opinion or your interpretation but stick to the facts only.

    B: Case Outline

Your court case outline should include:

    1. Title: Name of the case

    2. Facts of the case: Provide key facts involving the case.

    3. History of the case: What legal action was taken based on what your state laws say about this case?

    4. Legal questions: What were the legal issues the court had to decide?

    5. Decision or holdings: Did the court decide for the plaintiff or the defendant? Explain the reason behind the decision?

    6. Verdict and opinion (judgement): What were the concurring and dissenting opinions? How many judges decided for the defendant and how many justices decided against the defendant? What was the final verdict from the judge or the jury, if it was a jury trial?

Summary: What was the resulting impact of the ruling? How did the citizens of your state benefit from it? Make sure to not give our opinion but stick to the facts only. This summary just gives a brief rundown of the case and conclusion only, just the

    Writing Requirements (APA format)

    · The length of your outline will vary. Usually an outline is anywhere from 1-3 pages long. Make sure to write full sentences to explain your case. It is a concise list to be used as a reference for you during the presentation.

Using the outline, you will be describing the court case in your presentation and the scenario around the court case. The use of Wikipedia as a primary source of information is to be avoided – it is not a reliable source of information.

Search for an example of a case outline in the Internet. Without going into much detail at this state, each of the items listed above has a subject sentence with 3-6 bullet points that can help you expand on the topic.

For Week 8, you will be creating a narrated PowerPoint, or a video as approved by your instructor, from this week’s outline.
