Competing needs arise within any organization as employees seek to meet their targets and leaders seek to meet company goals. As a leader, successful management of these goals requires establishing priorities and allocating resources accordingly.

Within a healthcare setting, the needs of the workforce, resources, and patients are often in conflict. Mandatory overtime, implementation of staffing ratios, use of unlicensed assisting personnel, and employer reductions of education benefits are examples of practices that might lead to conflicting needs in practice.

Leaders can contribute to both the problem and the solution through policies, action, and inaction. In this Assignment, you will further develop the white paper you began work on in Module 1 by addressing competing needs within your organization.

To Prepare:

  • Review the national healthcare issue/stressor you examined in your Assignment for Module 1, and review the analysis of the healthcare issue/stressor you selected.
  • Identify and review two evidence-based scholarly resources that focus on proposed policies/practices to apply to your selected healthcare issue/stressor.
  • Reflect on the feedback you received from your colleagues on your Discussion post regarding competing needs.

Add a section to the paper you submitted in Module 1. The new section should address the following:

  • Identify and describe at least two competing needs impacting your selected healthcare issue/stressor.
  • Describe a relevant policy or practice in your organization that may influence your selected healthcare issue/stressor.
  • Critique the policy for ethical considerations, and explain the policy’s strengths and challenges in promoting ethics.
  • Recommend one or more policy or practice changes designed to balance the competing needs of resources, workers, and patients, while addressing any ethical shortcomings of the existing policies. Be specific and provide examples.
  • Cite evidence that informs the healthcare issue/stressor and/or the policies, and provide two scholarly resources in support of your policy or practice recommendations.

Q1. The Missouri Compromise had a tremendous impact on the expansion of slavery. Explain the origins of the Missouri Compromise and the long-term consequences of this legislation for African Americans and the institution of slavery in the nineteenth century?

  

1. In 1819, the year in which Alabama was scheduled for admission as a slave state, the nation was made up of eleven free states and eleven slave states; the admission of Missouri threatened to disturb this balance. The territory was already home to over two thousand slaves.

2. Northern congressmen were reluctant to admit Missouri as a slave state because doing so would increase the South’s power in Congress. Although more than 60 percent of white Americans lived in the North in 1818, northern representatives held only a slight majority of congressional seats by 1818. The Three-Fifths Compromise gave southerners more seats in the House of Representatives than they would have had if seats had been assigned based on just the free population.  

3. Northern legislators were uneasy about the westward expansion of slavery. New York representative James Tallmadge proposed a radical amendment to Missouri’s statehood bill that would ban slavery in the new state and free all slaves in the region by the time they turned 25 years old. Tallmadge’s amendment inspired a sectional controversy that Thomas Jefferson likened to a “fire bell in the night.” The controversy that followed Tallmadge’s proposal raised questions about the future of slavery in America as well as the ability of the nation to remain united. 

4. The “Missouri question” prompted the first sustained national debate over slavery. Blacks in Washington, D.C., crowded the galleries of the Senate and the House to see what the fate of slavery would be in the nation, while white southerners threatened to secede from the nation, and northern politicians invited the federal government to take a stand against slavery for the first time. 

5. Tallmadge’s amendment was narrowly approved in the House of Representatives, but it stalled in the Senate. Questions about Missouri’s fate remained open until 1820, when Kentucky senator Henry Clay led a compromise that would admit Missouri as a slave state and Maine as a free state. This solution to the Missouri question became known as the Missouri Compromise. The Missouri Compromise retained the balance of free and slave states in the nation, but it also included a major concession to antislavery northerners: Congress agreed to prohibit slavery in the Louisiana Territory north of latitude 36°30´. These measures quelled northerners’ fears that slavery would travel north, but African Americans in both regions were disappointed that the lawmakers had not taken a stronger stand against slavery.

The Fall from Grace-Watergate

Richard Nixon served as Vice-President of the United States from 1953 to 1961, and as President from 1969 to 1974.  He was the only person to be elected twice to both the Presidency and Vice Presidency.  In 1969 Americans had joined together in pride over the lunar landing and Neil Armstrong’s walk on the moon.   

Yet Nixon’s personality may have played a part in his eventual demise. He believed the United States faced grave dangers from the radicals and dissidents who were challenging his policies, and he came to view any challenge as a “threat to national security.” As a result, he created a climate in which he and those who served him could justify almost any tactics to stifle dissent and undermine the opposition. He has been described as being a devious, secretive, and embittered man whose White House became a series of covert activities.  On August 9, 1974, Richard Nixon became the first chief executive in American History to resign, because of his role in the Watergate scandal.

Some Americans viewed this as an indication that the system worked.  They were proud of the way the US political system had weathered the crisis and peacefully transferred power. Others worried about the further erosion of popular trust and belief in their government.  Regardless, when he left office the nation remembered an administration that had been discredited by the Agnew and Watergate scandals. Watergate has come to define Nixon’s presidency.

  1. Why do many people seem to have negative feelings toward elders? What do you think that they fear when interacting with or touching older people? How can you as a nurse can overcome some of those fears or hesitations?

Introduction

Here are some guidelines for giving and receiving great peer feedback:

  • Be sure you have identified the writer’s goals before you begin generating your feedback. This will ensure that your comments are relevant and focused on helping the writer achieve what he or she hopes to achieve.
  • Discuss the text, not the emotions surrounding the text. Good givers of feedback look for elements and aspects of the text that work, and point out aspects and elements that do not quite communicate the ideas in the text. Remember to refer back to the writer’s goals, and comment on those. Which aspects of the text are functioning to achieve those goals, and which aren’t? Explain why.
  • Be clear. Be direct. Be specific.
  • When you find areas you think need improvement, offer suggestions for how the writer might go about doing this. You probably won’t always have specific suggestions, but do the best you can. Sometimes simply providing a clear explanation for why something doesn’t seem to be working is enough to spark ideas when the writer reads your comments. It’s also helpful to direct the writer to resources you think might be useful.
  • Tone, language, word choices, and grammatical issues that inhibit a reader’s ability to understand a writer’s meaning are also important areas for the peer reviewer to consider. Writers don’t always know how their tone will come across to a reader, so a peer reviewer’s perspective is extremely important if there are any significant problems with tone or language choices in the text. It’s also helpful to point out areas with awkward syntax or tedious repetition; these are things that writers have difficulty spotting in their own writing.

The experience of peer review will also help you become a better critical reader of your own writing. You’ll find that as you learn how to analyze and critique the writing of others, you’ll also develop the ability to apply these same skills to your own writing.
