Peoria Mayor Tom Reid will resign, which he announced on yesterday. He announced that he was going to resign his position by the end of the month. His decision comes after some recent news that his wife has been diagnosed with cancer and Reid and her plan to move to Ohio to be near family. Reid’s announcement comes in a written statement he prepared and delivered at last night’s city council meeting. In the statement read he read that he expressed regret in not being able to finish out serving his term, and that term would have ended in 2010 but he needed to be free of professional obligations in order to fully attend to his wife. “We are sorry to see him go,” said council member Sharon White. “But we know he and his wife are experiencing personal challenges, and his wife’s health is his priority right now.” Reid’s resignation comes at a time of internal struggles in the cities government. These internal struggles are occurring because council members disagreeing on several things in the city budget proposal. Three of the last four council meetings have ended with members walking out of the meetings early because of arguing over how funds should be distributed to the cities departments. The council will need to decide whether to appoint a replacement for Reid until the 2010 election or whether to go ahead and set up a special election for a new mayor. White insisted that the council will work together to decide what is best for Peoria and its residents it will help make the transition from Reid to a new mayor as easy as possible for everyone involved. “There’s never a good time in a city’s operations for a mayor to resign,” White said. “But in this case the council must set aside our differences and we will do so partly out of respect for the work and commitment Reid has made during his term in office.” Some sources estimate that for the city to hold a special election might cost the city more than $20,000. These sources were council members Richard Hirsch and Michael Krueger. But Krueger added that for the council to agree on a replacement for Mayor Reid could be a difficult decision for the council to agree on given its current state. “I’d like for us to come together for the sake of Peoria and reach a consensus on this one right away,” Krueger said. “The city needs to move one we have a lot of work ahead of us.”

 Every law enforcement officer including AG Barr, James Clapper, former DNI, and other law enforcement and intelligence service leaders have decried the ability of citizens to encrypt their data in a manner that prevents law enforcement from reading their emails or cracking the password. 

The current standard in encryption is PKI. With PKI it is impossible to crack the password and decrypt a message even though the code that encrypts the message is open source and publicly available. Having the source code of the PKI algorithm does not help in cracking and decrypting the message. The only option for law enforcement when they have a phone such as the iPhone from the San Bernardino terrorist is to try to guess the password. However, Apple and Android have both made it impossible to guess a password enough times to open the phone. iPhone and Android phones both have a feature that will “brick” the phone after a certain number of unsuccessful guesses at the password. When trying to crack the password for the phone acquired from the San Bernardino terrorist, the FBI realized they couldn’t do it and tried to use the court system to force Apple to install a back door into their phones and provide a master key to the FBI. This effort failed.

Congress has tried many times over the years to assist law enforcement by passing a law that would require all companies building communications hardware, developing communications apps or encryption software to include a backdoor in their systems. Privacy advocates, usually composed of private citizens, have managed to defeat such legislation thus far. Privacy advocates have managed to make legislators understand that providing a master key to law enforcement guarantees that hackers will discover the backdoors and either steal the master key or develop their own.

PICOT Question and Literature Search

The first step of the evidence-based practice process is to evaluate a nursing practice environment to identify a nursing problem in the clinical area. When a nursing problem is discovered, the nurse researcher develops a clinical guiding question to address that nursing practice problem.

For this assignment, you will create a clinical guiding question know as a PICOT question. The PICOT question must be relevant to a nursing practice problem. To support your PICOT question, identify six supporting peer-reviewed research articles, as indicated below. The PICOT question and six peer-reviewed research articles you choose will be utilized for subsequent assignments.

Use the “Literature Evaluation Table” to complete this assignment.

  1. Select a nursing practice problem of interest to use as the focus of your research. Start with the patient population and identify a clinical problem or issue that arises from the patient population. In 200–250 words, provide a summary of the clinical issue.
  2. Following the PICOT format, write a PICOT question in your selected nursing practice problem area of interest. The PICOT question should be applicable to your proposed capstone project (the project students must complete during their final course in the RN-BSN program of study).

  4. Conduct a literature search to locate six research articles focused on your selected nursing practice problem of interest. This literature search should include three quantitative and three qualitative peer-reviewed research articles to support your nursing practice problem.

Note: To assist in your search, remove the words qualitative and quantitative and include words that narrow or broaden your main topic. For example: Search for diabetes and pediatric and dialysis. To determine what research design was used in the articles the search produced, review the abstract and the methods section of the article. The author will provide a description of data collection using qualitative or quantitative methods. Systematic Reviews, Literature Reviews, and Metanalysis articles are good resources and provide a strong level of evidence but are not considered primary research articles.  Therefore, they should not be included in this assignment.
