7-2

Overview: For this assignment, due in Module Seven, you will submit the 2–3-page public needs and policy recommendations sections of your final project. This milestone is really about drilling down more deeply into the “drivers” behind your recommendations to the selected departmental policy. As you write these sections, you will identify what public needs are targeted by this policy and how well the policy addresses these needs. You will also need to examine how this policy can be changed or improved upon to continue to address the identified need and how these changes can be accomplished while at the same time improving upon the delivery of necessary criminal justice services. Using the historical analysis of your selected public policy issue that you conducted in Milestone Two—as well as the research regarding the criminological theory that best explains the development of the public policies related to it—ensure that you support your recommendations in this milestone with the relevant criminological theory that you identified and describe how the theory or theories justify the appropriateness of the recommendations for the departmental policy. Incorporate feedback from your previous two milestones into this final milestone, and incorporate feedback from this milestone into your final policy recommendation report due in Module Nine. Prompt: Specifically, the following critical elements must be addressed: I. Needs: Now that you have analyzed the relevant state or federal policies and selected a related criminological theory, you will focus your analysis on your selected departmental policy. In relation to the departmental policy, you will identify the needs of the public and the relevant branch of the criminal justice system, and assess the extent to which the policy currently addresses these needs. Specifically: a) Identify specific needs of the public and the relevant branch of the criminal justice system at the center of the departmental policy, justifying your identifications. b) To what extent does the departmental policy address these specific needs? II. Policy Recommendations: In this section, you will provide specific recommendations to the existing departmental public policy to improve the delivery of criminal justice services, justifying your recommendations, and examining the impact of the recommendations on the public and specific branch of the criminal justice system. Be sure to: a) Outline the specific aspects of the departmental policy you are targeting for your recommendations, justifying your selections. What specific aspects of the departmental policy need improving and why? b) What specific recommendations do you have to improve the existing departmental policy? c) Justify how the recommendations will improve the delivery of criminal justice services. Provide specific examples. d) How does criminological theory support your recommendations? How do the recommendations support the public’s needs? Consider how theory justifies the appropriateness of the recommendations for the departmental policy. e) What are the potential impacts of the departmental policy recommendations on the public and the relevant branch of the criminal justice system? Provide specific examples. If the potential impacts are negative, how might you alter your recommendations? f) How does your assessment of the potential impacts inform your departmental policy implementation? For example, how can you capitalize on positive reactions in the implementation of the departmental policy? How might you create buy-in where there is possible conflict?       Rubric Guidelines for Submission: Your Milestone Three submission needs to be 2–3 pages in length (excluding reference pages), double spaced, 12-point Times New Roman font, one-inch margins, and citations in APA style. Cite your sources within the text of your paper and on the reference page. Refer to the Criminal Justice Library Tips for assistance in finding and citing outside sources. Please note that the grading rubric for this milestone submission is not identical to that of the final project. The Final Project Rubric will include an additional “Exemplary” category that provides guidance as to how you can go above and beyond “Proficient” in your final submission.

Essay……Media Bias

All media news sources contain some kind of bias because human beings all have different perspectives that are revealed in the ways they communicate. These biases may not simply be “liberal” or “conservative”; they may reflect other kinds of narrowed thinking.

Another reason that journalism of every ilk has become more explicit about their biases is that news sources now see themselves primarily as “businesses” rather than “news sources.” And the news often contains biases in order to attract a particular market or demographic.

We should begin to reflect critically on the multiple ways and strategies in which bias enters the news.

Your Task

1. Watch 2 different news sources on the same day.

2. Look for the differences in coverage and how they might reflect their biases regarding the subject matter and stories.

o It will work best if you choose two sources that are known for their differences in approach (e.g., MSNBC & Fox News).

o It might also help to watch news sources that are known for expressing views that are radically different from your own; it’s always easier to spot bias in others.

3. Give detailed examples from the stories, utilizing concepts we discussed in class to help specify the types of bias you find in these news sources

o As this is a thought experiment or opinion paper, you will not need to conduct outside research aside from watching the two news programs.

 Discussion 1: Misuse of Statistics

The components of “Statistical Significance, but Practical Insignificance” is indeed important and yields valuable information; however, it should be carefully analyzed.  When assessing how Dodhia (2007) vividly explained the correlation between significance and something not being worthwhile for practical use shed light on how statistics should be interpreted with common sense as well.  As researchers, it is our obligation to understand practical significance and how it detrimentally impacts how and what you’re studying and your results.  Primarily looking at the numbers is not the final statistically significant result.  The final component is actually determining the practicality of the data.

Delving deeper into this topic helped me apprehend that statistical significance has varying degrees of importance based upon how it influences your life.  For example, someone who suffers from hypertension or cancer would be more inclined to follow research findings despite a minimal statistically significant difference of practical significance.  Simply stated, what matters to one person may or may not necessarily affect someone else.  The irony of statistics and its analysis is crucial.

Interestingly enough, Dodhia (2007) also highlighted that we as researchers must also be aware of results with large sample sizes.  Just because the sample was significantly expansive doesn’t automatically insinuate its accuracy, significance, or practicality.  This valuable information will definitely be incorporated into my dissertation as I begin to extract my data and interpret my results.  Ensuring that I include the statistical and practical significance will be of utmost importance now that my perspective on this topic has shifted.

Expanding the Organization

Consider 1 country that the Caterpillar company could consider expanding into.

Using the attached article:

Analyze that potential international market by considering the 4 aspects of the Diamond of National Advantage: industry rivalry, demand conditions, related and supporting industries, and factor endowments

Analyze the forces (in the home market and international market) that will help the organization succeed with its expansion, and the forces that may act as barriers to that expansion. Refer to your analysis of strengths and weaknesses completed in Week 1, the Porter’s Five Forces worksheet from Week 3, and your analysis of the Diamond of National Advantage.

Evaluate the 4 adjustments leaders must make when expanding internationally (Burkus, 2012). Recommend 1 specific leadership action for each adjustment, such as developing a global mindset, developing sensitivity to cultural differences, decentralizing, deciding on the level of involvement, etc.

Recommend whether the organization should expand into the chosen country and explain your rationale.

Create a PowerPoint presentation to present your analysis and recommendation. Include the following sections in your presentation:

  • A cover slide
  • An agenda
  • Identification of the country you have chosen (1 slide, with brief speaker’s notes)
  • 1 slide for analysis of each of the elements of the Diamond of National Advantage (4 slides, with speaker’s notes)
  • A summary of analysis of the forces that will help the organization succeed in the new country (1 slide, with speaker’s notes)
  • A summary of analysis of the forces that will hinder the organization’s success in the new country (1 slide, with speaker’s notes)
  • Leadership actions required to make the 4 adjustments identified by Burkus (2012)
  • A recommendation and rationale (1 slide, with speaker’s notes)
  • A conclusion

Public Administrative Environments

  1. Public Administrative Environments
    Scenarios
The city manager has hired you as the chief of staff for your local government and has contacted you about the following issues concerning various governmental departments and external stakeholders:
    Issue 1
In the past year, citizen, department, and outside stakeholder complaints have been filed against the Department of Health administrators. Such complaints cited unprofessional leadership, unethical practices, insufficient customer and patient care, poor fire and emergency response time, and inability to implement change and resolve conflict within and among subordinates and staff. The Department of Health is composed of the following agencies:

    • Social Services.
    • Fire and Emergency Management.
    • Human Services.
    • Issue 2
The school board has a collaborative relationship with various government departments. In the last two months, the school board has charged department directors with failure to work collaboratively with the school board on its efforts to:
    • Meet federal mandates regarding reformation of new policy issues that will impact the leadership of the Department of Redevelopment and Housing, the State Department of Education, and the State Department of Housing and Urban Development.
    • Support the academic leadership of secondary school principals by providing specific student data from the Department of Juvenile Relations, in an attempt to improve student retention and performance toward increasing graduation rates.
    • Note: You may create or make all necessary assumptions needed for the completion of this assignment.
      Instructions
Write a 7–8 page paper in which you address the following:
    • What would you do to deal with the scenarios (Issue 1 and Issue 2) as chief of staff? Provide a rationale to support your response.
    • What policies and practices would you change? Recommend one specific leadership theory and two public leader styles that would be most beneficial for the school board in addressing the issues presented. Provide a rationale for your response.
    • Determine the essential manner in which the leadership from the Department of Public Health, the school board, and the various other government departments impacts the leadership of the city manager and his or her ability to carry out government operations.
    • What would you do to lead the local government unit moving forward?
    • Include at least four peer-reviewed references (no more than 6 months old) from material outside the textbook. Note: Appropriate peer-reviewed references include scholarly articles and government websites. Wikipedia, other wikis, and websites ending in anything other than “.gov” do not qualify as academic resources.

Reportt

(Researching Reports) covers the vital first steps in report writing. If the problem statement, purpose statement and research questions are poorly written in the initial stages of research (i.e. to vague, too broad), then your report will likely reflect the problems.

Directions:

1) You must orient yourself to the overall final deliverable first.

2) Based on the given scenario, choose one of the options.  Next, think about what problem you are attempting to help your audience, the CEO, solve.  Now write your problem statement.

  • Note: The Problem Statement is the overall question you want to answer in your report. Many students prefer to phrase the problem statement as a question, but you may make it a declarative statement if you wish.

3.) Next, write your purpose statement.

  • Note: The Purpose Statement is mainly a restatement of the problem, written as a goal statement.

4.) Write at least four (4) research questions.  Be sure to review the survey results for hints on what types of research question to ask.

  • Note: The Research Questions in an analytical business report serve as a guide for the entire report. Your research is conducted to answer the questions, which when answered will solve the stated problem (problem statement).
  • The research questions should be answered using BOTH primary and secondary sources, which you will cite in the report.  Human Resources has already provided primary data for you in the form of an employee survey (see the last Module).   Over the next week or two, you will perform secondary research (i.e. peer-reviewed journal articles, government surveys evaluating the pros and cons of flexible schedules) to provide additional credibility to your report.

5.) Write a draft methodology section.  The methodology section should describe how primary data (i.e. the employee survey) was conducted and a rationale for identifying secondary sources (i.e. peer reviewed journal articles).  Be specific; stating you will perform an online search is not specific enough.

Assignment Example: You May Use the Example Below for Guidance

Written below is an example of what you would submit for this assignment. The scenario for this example is that Acme Hay wants to purchase a new fleet of trucks.  Research is necessary to determine whether to purchase Ford, Dodge, or Chevy trucks for its fleet. The problem and purpose statement examples, as well as the research questions, are based on that scenario.   Note that the headings are differentiated (bolded) from the main text an all major words in the headings are capitalized.

Problem Statement

Should Acme Hay purchase Ford, Dodge, or Chevy trucks for its fleet of trucks?

Purpose Statement

The purpose of this report is to determine what brand of truck – Ford, Dodge, or Chevy – Acme Hay should purchase for its fleet of trucks.

Research Questions

1. Which trucks would employees prefer to driver?

2. What are the costs of the Ford, Dodge, and Chevy trucks?

3. What are the safety features of each brand of truck?

4. What are the evaluations of each brand of truck according to Consumer Reports and Car and Driver?

Methodology

An anonymous employee survey (Appendix A) was conducted to assess employee preferences for truck brands.  Of the 100 employees, 85 responded to all the questions in the survey.  Incomplete surveys were not used in the data analysis.

The dealership websites of Ford, Dodge and Chevy were investigated to obtain an average cost for each type of vehicle.  Select dealerships were contacted by phone to assess if a discount was available in exchange for a bulk purchase of vehicles.

The safety features were evaluated using specified automotive journals and third party assessments.  Both Consumer Reports and Driver provided information on the safety and brand evaluations for each brand of truck.

Finally, a weighted checklist (Appendix B) of employee truck preference, safety record and brand evaluation was created to assist with data evaluation.

Community Outbreak Assignment – 3 pages

With the increased mobility of human populations, diseases can quickly spread around the world. In addition, changes in vaccination practices have revealed an increase in communicable diseases that were once thought to be under control. These global health issues present new problems for community health officials.

In the Bentonville simulation, you learned how an influenza virus impacted the community. You will provide a PDF report of your completed activities.

In this task, you will also analyze an outbreak of a specific global communicable disease that occurred in the last 50 years that crossed international borders (e.g., the measles outbreak that moved from the Philippines to the United States).

REQUIREMENTS

Your submission must be your original work. No more than a combined total of 30% of the submission and no more than a 10% match to any one individual source can be directly quoted or closely paraphrased from sources, even if cited correctly. An originality report is provided when you submit your task that can be used as a guide

You must use the rubric to direct the creation of your submission because it provides detailed criteria that will be used to evaluate your work. Each requirement below may be evaluated by more than one rubric aspect. The rubric aspect titles may contain hyperlinks to relevant portions of the course.
