In 2004, Marianne Bertrand and Sendhil Mullainathan conducted an experiment in which they sent fake resumes out to hundreds of real open job postings. These resumes were identical except for one control—half the fictional applicants’ names were “African American-sounding” and half were “White-sounding.” They found that the white names got 50 percent more callbacks for interviews across all industries and job types, suggesting the presence of racial bias or subconscious attitude formation and stereotyping. Over a decade later, employment discrimination, police bias toward certain groups, and discriminatory housing or financial policies are still at the forefront of current affairs.

For this Discussion, you examine an experience with racial or ethnic bias that you or someone you know has had. As a human and social services professional, drawing awareness to these experiences and your reactions to them may help you begin the process of bringing ethical decision-making sensibilities to culturally or racially sensitive issues, a topic you continue to explore throughout the course.

Description: Unit 9 – Java Arrays and Data Files

This unit is really about three different topics that are related to one another – arrays in Java, simple text files in Java, and modular programing in java (Java methods).

The unit has a programming project spread over three related programming assignments, each worth 10 points.  

In the first assignment, you will create a Java program that works with a small array of data containing five test scores.   It will get data from user input do some calculations, and then print the results. 

In the second assignment, you will modify a copy of the first assignment to load the data from a data file into an array, and then output the results to a data file.  

In the third assignment, you will decompose a copy of the second assignment into separate methods in Java.

Our goal is to have a good modular program that loads stored data from a fie into an array, works with the data, then sends results to another data file.  Doing this in three parts will allow you to focus on one aspect of the problem at a time. 

There are reading assignments in Zybooks, but the two chapters from the Java Learning Kit – Chapter 5 – and Chapter 6 are your best source for learning this material.  They cover the things you need to learn to complete this project and have good sample programs.

Your tasks are to:

  1. Read Zybooks Assginment 11 – Arrays in Java.
  2. Read the material in JLK Chapter 6 about arrays in Java.
  3. Complete the Java Arrays Programming assignment.
  4. Read the material in Chapter 6 about text files in Java.
    There is no corresponding Zybooks assignment.
  5. Complete the Java Text Files Programming assignment.
  6. Read the Zybooks Assignment 12 – Methods in Java
  7. Read the material in JLK Chapter 5 about methods in Java.
  8. Complete the Java Methods programming assignment.

It may seem like their is a lot to do here but the assignments are each simple and build on one another.

Your task is to create a Java I-P-O program that works with a small array of data containing five test scores.

Your program should:

  1. contain a for loop to read five test score into an array from the user. The array should be a floating point array with five elements.
  2. Using second for loop, calculate the average score, highest score, and lowest score in the array. JLK lesson 6.3 is a good guide for doing this.
  3. print the results.

You should read lesson 6.5  Text File Input and Output in Java before starting this assignment. Reading Lab 6.6 will also be helpful. There is no corresponding Zybooks assignment.

Your task is to modify the program from the Java Arrays programming assignment  to use text files for input and output. I suggest you save acopy of the original before modifying the software.

Your modified program should:

  1. contain a for loop to read the five test score into the array from a text data file. 

    You will need to create and save a data file for the program to use. It should have one test score on each line of the file.  You can type and save the text file with any text editor, such as Notepad or Notepad++.  NotePad++ is a good program to have on your computer, It can be downloaded freely from: https://notepad-plus-plus.org  (Links to an external site.)
    It should be saved or copied to the same folder as your Java source code file within you Intellij project.

  2. Contain a second for loop, calculate the average score, highest score, and lowest score in the array. This part  of your program does not need to change from the previous assignment.
  3. output the results to a new text file. You can decide the name of the file. You should only use a local file name and the file will then be created in your IntelliJ project folder.

You should complete Zybooks Assignment 12 – Methods in Java and read lessons JLK Chapter 5 – Methods and Modularity in Java before starting this assignment.

Your task is to modify the program from the Java Text files programming assignment  to contain several methods for different parts of the program.I suggest you save a copy of the original before modifying the software.

Your modified program should have the following six methods:

  • a method with a for loop to read the five test score into the array from a text data file.  The array should be declared in the main method and passed as a parameter to this method.
  • three separate methods to each calculate and return one of the following: the average score, highest score, and lowest score . Each method should contain a for loop to calculate and return one of the values to the main method. You can copy and edit he existing loop form the previous program for each of these methods.
  • a method to output the results to a new text file, as the main method did in the previous program. You basically need to move the code to do this into a new method.
  • the main method, which has the necessary variables and which calls the other methods as needed, passing values to those methods and receiving returned value from the methods as needed. 

Unlike Python functions, methods do not need to appear before they are called in a program file. In fact, it is common practice in Java to put the main() method as the first method in Java program, similar to what is done in the payMethods sample program in the chapter.

America’s history of federalism defines what our country’s belief and value system is based on.  Our melting pot of cultures and different opinions have guided the basis of our government.  In comparison to other systems, federalism is the world’s most complex system that contains 88,000 bodies of legislation and there are hundreds of thousands of agencies amongst the entire United States and states have unique and different amounts of control in them.  One of the positive aspects to federalism is the many ways the public can influence policies and change their communities for the better by having the right to have their voices hear.  Another positive is that federalism helps increase the rate of economic growth which helps create more jobs and increase incomes.  A negative of federalism is because there are so many departments or agencies involved between the state and federal levels, sometimes that can create a delay in times of crisis such as natural disasters.  As the example in this week’s lecture mentioned Hurricane Katrina and the delayed responses from the government to aid those affected by the disaster.  The term “iron triangle” is most simply defined as when a federal agency works with an interest group and a congressional committee are work together for the like-minded agenda at hand and they set the policies for such association.  A well-known example of an administration that relies on the workings of the iron triangle would be the Social Security Administration.

When looking over the presidencies of Reagan and Clinton and how their federalisms differ showed in my opinion what each was trying to cut funds and where they were trying to broaden funds.  Reagan’s new federalism goals was to reduce the amount of grant programs and wanted to lower or eliminate some federal support for state programs.  The Clinton era and its new federalism wanted to decrease the military and reduce the power of the federal government and give more authority to the states.  He also wanted to reduce the federal participation of welfare for those Americans in need.  So, it seems that the goals may differ slightly per President, but the actions are similar; take money from one agency to give to another is part of the game plan.  While one agency may gain funds for their programs, others will suffer because of it.  It is a give and take system.

Regarding the President Trump and federalism, there is a dramatic difference from past presidencies and how they used federalism in their terms of leadership.  President Trump has had a history of throwing federalism out the window and take a more absolute power type of authority, which in most cases he does not have the authority to do. It seems in some cases involving certain states and the COVID-19 response, he has threatened the states with various consequences, and he did not have the right to do so.  I am not going to be too political here and bash any president as no one is perfect and mistakes will be made along with positive changes that each President has done.  As for this new era we just entered with the Biden/Harris presidency, I can only be optimistic and hope for our country’s future that things will get better for all of us, no matter what party you belong to.

Damien’s Shoes

My son (Links to an external site.), Damien, makes fires that flicker throughout rainy June nights. He moves about the shores of Lake Muhazi, lighting a new fire on a new spot every night. People who travel to Kayonza come back to Kigali with stories of having seen him during the rainy season as the smokes of his fires constantly go up to the skies, like a man cast away and looking for rescue. Those who have travelled and visited relatives with houses on the hills around Lake Muhazi in recent years to observe his activities say that my son sails up and down the lake during the day, busy ferrying passengers with completely covered faces to the other side. Others even claim that they have seen him up close, and that unlike other undead dead people he does not run away or conceal his face when you approach him. He has remained ten years old throughout the years, only bits of his hair are beginning to grey now.

When his boat work is done in the evenings, he plays his flute into the night, calming Lake Muhazi into even more stillness. He plays the flute so dedicatedly, earnestly, its melody so piercing, with sorrow so intense – a child blowing all his young soul into a musical instrument just so our land can heal. His flute wakes God from his deep sleep, – since Damien has already given God a few warnings, I hear – saying to God, “Thou Shalt Not Sleep, never. Not here in Rwanda, not anymore! Find yourself another bedroom.” Because God used to sleep here in Rwanda, you know. Lately, God stays awake at night looking intently at the world map, planning to migrate.

I carry with me Damien’s one shoe. He is barefoot, Damien, my boy, that is why he has to make these random fires when it rains in June – to warm his feet. I rescued this shoe from the mouth of a stray dog which made me run and chase it until I was panting like a hound myself. That was back in ninety-four. I was still a young man in those days. Oh, but that dog was not the end of my troubles. I have aged double while walking these hills and valleys with acacia and guava and mango trees, without even seeing their beauty anymore. Walking with a tormented soul, looking for Damien to put on his shoe on the other foot. Blaming myself, sixteen years moiling and roiling through these mangroves and swamps, looking on every street corner, every pathway. Asking strangers and returning exiles over the years, “Have you seen a boy so beautiful, dark, like rich black oak his skin, have you seen my Damien in your travels, a boy wearing one Adidas shoe, have you seen my son? Tell me, please!” And strangers and familiar faces alike walk on, not hearing me, not looking my way, not noticing me because you know I am dead too. But unlike Damien, I cannot seem to move. I cannot make it past death nor back to life and cannot make myself seen – even when I do need help. And I cannot even walk to that damn lake to give my son his shoe. I am stuck. Because I asked for my own death, and when they refused, I went ahead and died from grief.

I would not mind this limbo if it was not for June and her tormenting rains that thrust my memories and emotions into such turmoil, cutting and tearing me up inside, and leaving me longing so badly, so badly to say, “Damien, here is your other shoe – wear them both, son. It is raining outside.”

Background: We are presently employed in a Court Clinic. A young man, Douglas Murrow, is awaiting trial for Breaking and Entering in the Nighttime and Assault & Battery (2 counts). The police report states that Mr. Murrow, age 39, has a long history of both police and psychiatric interventions, including two involuntary hospitalizations. He broke into the home of his parents last night, awakened them with his screaming and ranting, and he threw all of their prescription and over-the-counter medications at his father and mother and shoved each of them when they tried to reach the telephone in order to call the police. The police have intervened before with this man, who refuses all treatment.

When he meets with his court-appointed attorney and us, the psychologists in the court clinic, he confides that his parents have been coming into his apartment at night, and torturing him in his sleep, resulting in many sleepless nights. He also complained that they are conspiring with his doctor to give him psychotropic medications, and putting medications into the milk and juice in his refrigerator. He broke into their apartment, he said, to give them a “taste of what they are handing out.” He avoided any questions about his feelings, confusion, paranoid ideas, and insisted there was nothing wrong with him. His attorney requested an evaluation for competency to stand trial, because Mr. Murrow refuses to consider an insanity defense. His attorney believes it’s a plausible and even compelling defense, because of the delusional nature of Mr. Murrow’s beliefs. Mr. Murrow, however, will not hear of it, and says he intends to file a motion to get a new attorney, one who will expose his parents’ many crimes against him to the court, so that “the truth will finally come out.”

When asked the standard questions about competency to stand trial, Mr. Murrow’s responses are coherent and correct, although there is sometimes a bit of a paranoid tinge to the occasional response. For example, when asked what role his lawyer would take in a trial, instead of saying, “defend me,” or something similar, his response indicated that he felt most of the court-appointed defense attorneys were puppets of “the system,” and did not have the intelligence necessary to “see through the bull” and recognize just how badly Douglas Murrow was being treated.

His attorney wonders if Mr. Murrow is competent to stand trial, since his refusal to consider a viable defense that has a good chance to prevail, as well as his insistence on an approach that will “unmask” the conspiracies against him makes it impossible to work with him.

In your jurisdiction, the standard for competency to stand trial is that the defendant must have sufficient present ability to understand the charges against him and possible penalties if found guilty, and sufficient present ability to consult with his attorney in order to assist in his own defense.

Discussion Question:

What is your opinion (not on competency – the ultimate issue – but on his abilities as described above)? Support your opinion based on information from the scenario as well as on case law precedents and other competency information from the text. SCENARIO: 

Five years ago, John L. Smith decided he wanted to start his own technology service business. He rented some office space, purchased some computer and network equipment, and installed a telecommunications circuit to the Internet. Almost immediately, he started to acquire customers who wanted him to host their business applications and for him to be responsible for the operational availability of the applications. In other words, John would provide the space, servers and local area network equipment, connectivity to the Internet, and an around-the-clock operational support staff. His customers would provide the business application software, and they would manage it remotely.

During the first 5 years, John’s business grew substantially. He had to relocate his offices three times, add computer and network equipment, increase the bandwidth and connectivity to the Internet, and hire numerous administrative and technical support staff.

As John needed to add computer hardware, he would negotiate with local retail stores and purchase the lowest cost equipment. If he needed additional communication services, he would go to the local telephone company to add the bandwidth and connectivity he believed he needed.

Starting his sixth year in business, John has over 30 major long-term contracts, a 20,000 square foot data center, over 400 servers; and 100 full-time employees. Additionally, he hosts 50 major business applications for his customers.

The organization configuration is fairly simple. John has set up an extremely flat organization in which the majority (approximately 80%) of the staff are technical or operations support (network, server, applications, operating systems, and database). Additionally, there is one contract, five helpdesk, one project manager, and five administrative support staff. John does all of the marketing and sales and personally negotiates each contract.

The cost structure is set up as follows:

  • Floor space (includes utilities, rent, water, and so forth): $100/square foot (John pays $25/square foot)
  • Hardware (servers): Actual cost of each server as well as the number of servers required (customers reimburse John for parts)
  • Labor: $25/hour as required for break/fix, updates, and so forth
  • Internet connectivity: Cost per month spread across all contracts

Each month, hours are tabulated and additional costs are billed to each customer.

Over the past several years, John has been one of the few providers in this hosting business; however, competition is now starting to challenge his company from a cost, efficiency, quality, and the kinds of services provided. Additionally, existing customers are starting to complain about slow response times, degradation of services, poor quality, lack of communication, and rising costs. In the past, when a customer made a request, the organization has accommodated for that request. As of recently, John is taking responsibility for nearly half of the customer applications to include updates and changes.

A number of the customers have told John that they will have to reduce their effort with him if the service-related issues are not corrected. A couple of them have sent correspondence to John stating the following:

  • Response times: When they provide updates and changes, the support staff is taking longer and longer to implement the changes.
  • Service degradation: The availability of the hardware platforms is trending downward. Where the platforms were available around the clock, they are now suffering from some frequent and long outage periods.
  • Quality: When updates and changes are implemented, they are often not installed correctly and have to be reinstalled.
  • Communication: Whether changes to the platforms or coordinating outages, the support team does not notify the customers and the issues are beginning to impact their revenue stream.
  • Costs: In the past, when additional equipment was needed, John purchased, installed it, and billed it back to the customer each month. Also, the cost of support over the past few years has been steadily increasing.

John is now beginning to wonder whether he should outsource or even offshore some of the functions and services he is offering to an organization that specializes more in a specific area. He has contacted a number of outsourcing organizations as well as an organization in India that might be able to run his service center help desk. The cost seems to be less expensive than what he is able to provide to his customers. Also, he thought it might be a good idea because he is starting to expand his company to global customers. He now has two smaller contracts with European customers, and this appears to be an area that is going to grow.

Your task starts with assisting Smith with an assessment of his current business situation. Then, you will assist him in developing an operations strategy that can be used to improve his operational performance and business profile. The overall goal of assisting Smith is to help him assess and determine how each of these areas impacts his business and recommend some solutions so he can optimize his operations and competitive profile.

Wayne Williams Case Evidence Staff Study—Part I: The Written Report (75% of the Summative grade) The Written Report must include evidence from all of the different crime scenes of the Williams’ case. In your report, you must

  • Explain different techniques used to process non-biological trace, biological, and digital evidence in the field, as well as a laboratory setting relevant to this case.
  • Compare how major pieces of evidence were handled at the time of discovery and contrast that to how it would be handled today.
  • Examine legal and ethical issues related to judicial admissibility regarding collection and forensic testing of non-biological, biological, and digital evidence, including current challenges and emerging issues that are relevant to the case.
  • Analyze any legal or court issues that have emerged subsequent to the initial investigation.
  • Differentiate evidence admissibility standards between then and now.
  • Explain the differences in handling or processing procedures and the evolution in forensics that have occurred that would influence this case.
  • Evaluate the preferred methods and techniques used in the field and the laboratory as they pertain to this case.

Wayne Williams Case Evidence Staff Study—Part II: The Presentation (25% of the Summative grade) In the role of commander of the investigations division, create a five-minute PowerPoint/Screencast-O-Matic presentation for a citizens’ police academy class which summarizes the evidence found in the Wayne Williams/Atlanta Child Murders case.

This brief presentation should highlight important aspects of forensics as seen in the Wayne Williams case as well as how forensics have evolved. Utilize your written report as a source for the presentation material; however, the presentation should not be a duplicate of the written staff report, but should be phrased in a way that the non-law enforcement members of the citizens’ academy can understand the processes and legal aspects involved in introducing the evidence at a trial. After creating the PowerPoint presentation, create a Screencast-O-Matic recording of the presentation, which is an online recording of you narrating the PowerPoint. For the recording portion, you may use any screen casting platform you wish. Your presentation must be clear and provide the audience with an understanding of the purpose and meaning of the evidence analysis including the following elements.

Provide a high-level overview of the processing procedures. Evaluate the probative value of the evidence and legal or ethical issues, in addition to why certain methods should or should not have been used. This brief presentation should highlight important aspects of forensics as seen in the Wayne Williams case and how forensics have evolved. In addition, in your presentation, you must

As mentioned earlier, after you have created your PowerPoint, you will create a screencast of your presentation. Your screencast may not exceed 5 minutes. It is highly recommended that you create a script and/or speaker’s notes for your PowerPoint to ensure that your screencast will meet the time requirements. This will also allow you to practice your presentation prior to recording it. Once your screencast has been created, copy and paste the URL to your screencast into written document. There is no need to upload the PowerPoint presentation to the system. Save it in a safe place in case there are any issues in creating the screencast.

  • Must be a minimum of 10 slides, excluding the cover and references slides.
  • The presentation must contain a cover page and reference pages in APA 

The presentation must include a minimum of four scholarly or credible sources, in addition to any required readings from class used.

This week you will examine research that applied theories of health behavior at the interpersonal level. A major assumption at this level is that individuals behave in healthy or unhealthy ways largely due to the influence of significant people in their lives. Other people share their thoughts and feelings, give advice, and provide emotional support and assistance, all of which can influence an individual’s behavior. These significant others represent the influence of the social environment in which an individual exists. They are typically family members and friends, but they can also be peers, coworkers, health professionals, and other social groups who are similar and/or influential to the individual (U.S. Department of Heatlh and Human Service, 2005).
